That single choice decides which side of EU AI Act Annex III and NYC Local Law 144 each platform falls on. It is a classification consequence, not a positioning statement. Any enterprise legal team working through a procurement questionnaire arrives at it on its own, usually before talent acquisition has finished the demo.
Which platform is right for you?
HireVue has been the reference implementation for structured video interviewing for years, and its customers are the evidence: Encompass Health, Ampol, Dow Jones and BASF on the pricing page, Emirates NBD, Philips and Swire Coca-Cola in case studies. Carlyle has backed HireVue since a majority growth investment announced on 3 September 2019, Jeremy Friedman has been chief executive since January 2024, and Modern Hire deepened an assessment library with serious industrial and organisational psychology behind it. They hold SOC 2 Type 2, ISO 27001 and GDPR coverage, and market FedRAMP certification. If you screen tens of thousands of applicants across dozens of countries, HireVue has done that job more often than anyone selling into it.
We start from the other chair. Cara, our AI hiring assistant, plans the interview beforehand, sits inside the call in Teams or Zoom, then reads back what the interviewer did: how much of the time they spoke, which rubric criteria never came up, where a vague answer went unprobed, and whether the plan was followed. Biasing content is omitted from summaries rather than transcribed, then surfaced privately to whoever ran the call. Cara will never rank your shortlist. That is the trade, and we made it deliberately.
Which leaves one question. Are you processing more candidates, or making the humans evaluating them better? Both are legitimate problems. They need different products.

Key differences
1. Scoring the candidate versus coaching the interviewer
HireVue's approach. AI-assisted evaluation of candidates against structured content and validated assessments, on the premise that consistent measurement beats unaided human judgement. Across 700 major customers, that premise carries more evidence than any argument here overturns.
SocialTalent's approach. The AI is aimed at the person asking the questions. Cara reads probing quality, criteria coverage, talk time ratio and adherence to the plan, then routes the result to the interviewer rather than the manager. In our own post-training survey, 95% of hiring managers reported making better decisions, 98% felt more prepared on bias and 97% ran better interviews. Our survey, unaudited.
Why this matters. A platform that scores candidates produces an evaluation of each applicant, defensible when the validation work holds up and discoverable when it does not, while a platform that coaches interviewers produces evidence about the panel instead, which is a different file to be asked for in disclosure. Your general counsel reaches that distinction long before your head of talent does. More at interview intelligence and agents.
2. Compliance posture
Four dated items, stated precisely.
The record is long and public: an Electronic Privacy Information Center complaint to the Federal Trade Commission on 6 November 2019, facial analysis discontinued around March 2020 and into early 2021, and a Cook County BIPA class action on 27 January 2022. What matters on this page is not the sequence. It is the design question underneath it.
Then 19 March 2025. The ACLU, the ACLU of Colorado, Public Justice and Eisenberg and Baum brought charges before the Colorado Civil Rights Division and the EEOC against Intuit and HireVue. The complainant is a Deaf, Indigenous woman who was denied a promotion. The charges allege breaches of the ADA, Title VII and the Colorado Anti-Discrimination Act, on the grounds that automated speech analysis scores Deaf and hard of hearing and non-white speakers worse, and that a request for human-generated captioning was refused. This is an administrative charge in its investigatory phase. There has been no cause finding, no ruling and no settlement as of July 2026. Reporting that calls it a lawsuit is wrong.
Set against that, HireVue does publish its own governance material, and its claim to be the category's only FedRAMP-certified provider is a vendor assertion we could not verify.
Now the structural point, which survives every outcome above. Platforms that score or rank candidates fall inside Annex III of the EU AI Act and meet the Local Law 144 definition of an automated employment decision tool, where the duty to commission and publish the annual bias audit sits on the employer rather than on the vendor, a nuance most comparison content gets backwards. Platforms that evaluate interviewers enter neither regime, because nothing automated is deciding anything about an applicant.
Price that obligation before you sign. Deploy a candidate-scoring tool for a role in New York City and you commission an independent bias audit, you publish the summary where applicants can read it, and you repeat it every year. HireVue publishes an AI Explainability Statement and AI Ethical Principles, and neither of them is a Local Law 144 audit, which is work no vendor in this category runs on your behalf. Illinois AIVIA adds a separate notice and consent regime for video interviews analysed by AI, which describes HireVue's core product rather than an edge case. Budget for both.
Timing is worth checking twice. As the Act was written, high-risk employment obligations carry a compliance date of 2 August 2026, and the deferral to 2 December 2027 sits inside the Digital Omnibus, which the European Parliament voted through on 16 June 2026 and which still needs Council adoption and publication in the Official Journal before a buyer can rely on it. The deferral has not become law. We checked on 28 July 2026, and you should check again on the morning you sign.
3. Recording interviews versus building interview capability
SocialTalent excels at:

There is a structural version of the same point. HireVue runs interviews inside its own video platform, so adopting it means moving your interviews onto HireVue's stack and living with what it does and does not do there. Cara does the opposite. It joins the Teams or Zoom call your interviewers are already in, so there is no new video tool for a hiring manager to learn, no second place to send candidates, and no waiting-room setting to argue about. That is not a claim to a better product. It is a smaller change-management claim, and on a rollout to two hundred hiring managers it is usually the one that decides whether the thing gets used at all.
HireVue is built to evaluate more candidates more consistently, whereas SocialTalent is built so the people doing the evaluating get better at it. Buying the wrong one is how organisations end up with an immaculate record of interviews that were not very good.
4. Implementation and time to value
Theirs is a full enterprise implementation: assessment configuration, validation work, integration and change management, weeks to months, with third-party estimates putting implementation at $15,000 to $40,000, practitioner-reported rather than vendor-published. Ours is not faster in the way a notetaker is faster. There is no assessment validation programme to run, which removes the longest pole, and what remains is the training rollout, which needs real internal ownership rather than a switch.
Two procurement questions decide more of this than the implementation plan does. The first is permissions. Ask who can see an interviewer's coaching signal, because a coaching product that reports upward to that interviewer's boss stops being coaching inside a quarter, and Cara routes it privately to the person who ran the call as a design decision rather than as a setting we added to satisfy a questionnaire. The second is retention and access. Ask where the recordings sit and which subprocessors touch the transcript. Both vendors will answer the certificate questions without difficulty. Permissions is the one buyers skip, and it is the one that decides whether an interviewer trusts the thing enough to keep using it.
What changed at HireVue in the last 12 months
On 10 March 2026 HireVue announced the acquisition of Hireguide's technology, which brings agentic AI and a voice-based AI Interviewer into the product, with the Hireguide team absorbed into HireVue's product organisation, and that is a material capability addition as well as a clear signal of direction. The consequence runs the same direction as everything else here. A voice-based AI Interviewer conducts the interview and evaluates what the candidate says, which is further inside Annex III and further inside the Local Law 144 definition of an automated employment decision tool, not further out. HireVue is not drifting toward our side of the line. It is investing in the other side of it on purpose. If you sign a three-year term today, you are buying more automated candidate evaluation in year three than you are buying in year one, not less.
On 16 June 2026 the European Parliament approved the Digital Omnibus, the largest external variable now sitting over any candidate-scoring platform.
The charges filed 19 March 2025 remain open, in the investigatory phase, with no cause finding as of July 2026.
G2 has HireVue at 4.1 out of 5 across 255 reviews as of July 2026, the lowest in the category by a wide margin. Two caveats belong with that number and both help HireVue: part of the set is legacy Modern Hire and Montage reviews migrated onto the listing, and several recent five-star reviews come from candidates praising the practice feature rather than from buyers. What the reviews complain about is more useful than the score, and technical reliability leads, across six reviews that mention logouts and broken candidate links, one of which reads "The application often logs out and it's difficult to log back in." Five describe bugs during live interviews. Four describe integration glitches, including "Integration with Zoom does not allow for waiting rooms to be auto-enabled." Four describe scheduling gaps. When HireVue might be better
- You run structured video interviews at global volume. If your req volume runs to five figures and your candidates sit in thirty time zones, HireVue is the incumbent for reasons unrelated to marketing.
- You need validated pre-hire assessment science. Buy HireVue. We do not offer cognitive, technical or language assessment and we are not building it.
- Scheduling is your actual bottleneck. Basic scheduling is already free in Greenhouse, Ashby, Lever, SmartRecruiters and Workday, so this only becomes a reason at complex panel volume. If coordination is where your recruiters lose the week, HireVue removes that touch at scale and we do not address it at all. One G2 reviewer notes a gap even there, writing that HireVue "does not have the ability for admins to add in breaks when there are multiple back to back interviews," from the 255-review listing checked 28 July 2026.
- You need FedRAMP. HireVue markets FedRAMP certification. If you sell into US federal, verify it directly with them, because it may decide the shortlist on its own.
- You want one vendor across screening, assessment and interviewing. Consolidation has real value, and HireVue's surface area is far broader than ours.
When SocialTalent is better
- Your legal team is asking what record your interview AI creates. Scoring candidates and coaching interviewers produce different discoverability profiles, and only one of them makes you the deployer of a high-risk system. Think about what each hands to a rejected candidate's solicitor. A scoring platform hands over an archive of automated evaluations of everyone you turned down, plus the deployer documentation that goes with it. A coaching platform hands over a training record: who was taught to interview, what they were taught, and whether it showed up in the next call they ran. The VP of talent signing this contract is accountable for eighty hiring managers she will never sit in on. She is choosing which of those two files she would rather produce.
- Interview quality varies by manager, not by process. Structured content standardises the questions asked. It does not stop the manager who talks for thirty-two minutes of a forty-five minute interview and then scores the candidate on communication, or the panel member who marks a competency strong without citing anything the candidate said.
- You are onboarding more than ten new hiring managers a year. If a director asks a candidate about her childcare arrangements, a recording hands you a copy of the problem. Certification tells you whether she was ever trained.
- Candidate experience is a competitive lever for senior roles. A HireVue reviewer on G2 puts the async trade-off plainly: "There are people that do not like to put themselves out there on video and we have had people who would be great at a position not complete their application for this reason," from the same 255-review listing checked 28 July 2026. The director-level candidate who abandons a one-way recording at 11pm never appears in a funnel report.
- You want capability that outlives the contract. If hiring freezes, a per-interview platform stops producing value that month. A certified manager stays certified through the freeze.
Pricing
HireVue publishes no pricing. The site names only "Essential to Premium packages" and routes to a demo, with no free tier. Vendr, which aggregates anonymised contract data, puts the median annual HireVue contract at $20,900 with a range of $9,794 to $41,056, and one caveat belongs with it: no purchase count is published for HireVue, so treat the median as a signal rather than a sample. Older aggregator estimates of around $35,000 a year are superseded by that median. A note from a buyer at a 201 to 1,000 employee company, posted to Vendr's community and read on 28 July 2026, reads: "The auto-renewal terms for HireVue include a requirement for a 60-day notice to opt out of automatic renewal." Treat that as an anonymous community note rather than policy, and confirm it alongside data retention and interviewer-level permissions.
We charge €0.99 per interview with a minimum purchase of 5,000, a floor of €4,950 and a real commitment. Users are unlimited.
Unlimited users is the argument that matters at enterprise scale, and it is worth being precise about who it lands against, because HireVue publishes no model at all and you will find out how they count heads on the call. Most of this category counts them per seat, which charges you for collaborative hiring: every hiring manager you add costs money, so the rational response is to give fewer of them access, which is backwards. Here is the arithmetic with every assumption named. Assume a twelve month term, 5,000 interviews, and 50 people who need access. Call it 10 recruiters and 40 hiring managers. SocialTalent comes to €4,950, because the minimum at €0.99 is the whole bill and those 50 users add nothing, while HireVue's equivalent is not knowable from any published source, which leaves Vendr's median of $20,900 as the honest comparator. Each figure sits in the currency its source publishes and no conversion has been applied, so read them as two bills rather than one subtraction. If you need them in one currency, use your own treasury rate on the day you build the model and print it in the paper, because a rate we published in July 2026 will be stale by the time you present.
What it misses decides the business case. You are not choosing between HireVue and SocialTalent. You are choosing between HireVue plus whatever you already spend on interviewer training plus the enablement person who chases managers to finish it, and one contract that covers all three. Price those two lines first.
Our limitations belong here, not buried. We have no asynchronous AI screening, so if automating first-round screens is the bottleneck we do not solve it. We have no pre-hire assessments.
One thing worth saying plainly, because for once it cuts our way: the 5,000-interview minimum is why we tell small teams to buy something else, and why we are the wrong purchase below roughly 500 hires a year. If you are seriously evaluating HireVue you are past that line by an order of magnitude. The floor that disqualifies most buyers is not a constraint you will ever feel.
The bottom line
Choose HireVue if you are screening at global volume, you need validated pre-hire assessments, scheduling automation is your bottleneck, or FedRAMP is on the list. It is the most established platform in the category.
Choose SocialTalent if the problem is that your interviewers are not consistently good at interviewing, and you would rather fix that than measure candidates more precisely around it. Choose us too if your legal team has started asking which Annex III obligations your interview stack creates, because for an interviewer-evaluation system the answer is none.

Does HireVue use facial analysis?
No. HireVue discontinued facial analysis around March 2020 and into early 2021, which Fortune reported was partly a response to criticism, including an Electronic Privacy Information Center complaint to the Federal Trade Commission on 6 November 2019. A BIPA class action followed on 27 January 2022.
What is the difference between scoring candidates and coaching interviewers?
A platform that scores candidates evaluates the applicant and produces output supporting a hiring decision, which pulls it into EU AI Act Annex III and into the Local Law 144 definition of an automated employment decision tool. A platform that coaches interviewers decides nothing about any applicant. One of those records describes the applicants. The other describes the people who assessed them, which is the record an employer would rather be asked for.
Is HireVue compliant with the EU AI Act?
HireVue scores candidates, which makes it a likely Annex III high-risk system, and the obligations land on you as the deployer rather than only on the vendor. The date is the unstable part. The Act as written bites on 2 August 2026. A sixteen-month deferral to 2 December 2027 cleared the European Parliament on 16 June 2026 inside the Digital Omnibus and still needs Council adoption and an Official Journal entry. Does SocialTalent do video interviewing?
Cara works inside the live interviews you already run in Microsoft Teams and Zoom. It records and transcribes them, prompts the interviewer during the call, then analyses what happened afterwards. We do not offer asynchronous or one-way video interviewing, and HireVue genuinely wins that comparison. If one-way video screening is what you need, buy a tool built for it.
What is the difference between interview intelligence and AI interviewing?
AI interviewing means the AI conducts the interview, usually asynchronously, and evaluates the candidate's responses, which is where HireVue operates, whereas interview intelligence means the AI observes an interview that humans run. What separates the tools inside that second category is where the observation is aimed, and Cara aims it at the interviewer.
What happens to my interview archive if I leave?
Ask before you sign, and ask both of us. A platform that has recorded and scored several years of candidate video is holding considerably more of your evidence than a notetaker is, and HireVue publishes no export terms on its site, so get three things written into the agreement: the export format, the retention period after termination, and what extraction costs. Our own answer is simpler only because there is less to move, since Cara's signals sit against interviewers rather than against candidates, and you should still put it in writing. Diarise the notice date at signature either way.
